Avondale Community Greening Plan

Avondale Borough is an underserved community located at the confluence of the east and west forks of the East Branch of White Clay Creek in Southern Chester County. One third of the borough lies in the 1% flood event hazard zone and residents of this area disproportionately bear the impacts of climate change. There are approximately 1,300 borough residents, largely Latino, with low to median household income. These residents frequently experience flooding to the point where emergency evacuations and housing displacements are needed.

The White Clay Watershed Association’s (WCWA) Wild and Scenic Program partnered with the borough to provide a community greening plan that incorporates feedback from those most affected by the flooding. As WCWA’s consultant, Meliora was tasked with developing a green stormwater infrastructure plan for the 0.5 square mile borough to alleviate recurring flooding and to design and install one demonstration greening project. Both activities will help the borough address their stormwater pollution contribution to the White Clay Creek.

The green stormwater infrastructure plan was informed by a WCWA community-led research project which established resident and business needs and desires related to flooding and climate change. The plan incorporates a narrative report, maps, concept designs, defined stormwater benefits, and design and construction cost estimates for recommended projects.

The approved demonstration project consists of converting a 3.2-acre lawn area adjacent to Pomeroy Park into a stormwater rain garden using existing drainage patterns. Enhancements will include shade trees, landscaping, and seating. The demonstration project provides an excellent opportunity to retrofit an existing, unused open space into a welcoming community gathering spot.
